$445,000 to close dumps in Lower Trinity Conception

'We need people to cooperate'

Last week the province implemented a waste transfer pilot project in Trinity-Conception Bay North, announcing closure of four dumpsites in Trinity Conception.

There was no mention of closure of New Harbour dumpsite, which serves communities from Markland to Green's Harbour in Upper Trinity South. It appears a tender was awarded well over a month ago to ship waste now going to New Harbour landfill to another site.

Last week the province implemented a waste transfer pilot project in Trinity-Conception Bay North, announcing closure of four dumpsites in Trinity Conception.

There was no mention of closure of New Harbour dumpsite, which serves communities from Markland to Green's Harbour in Upper Trinity South. It appears a tender was awarded well over a month ago to ship waste now going to New Harbour landfill to another site.

At a public meeting June 11 in Dildo residents were told: "Each of the local services districts are reviewing the price and if it's approved it will take about six weeks."

There has been no further word on the matter.

However the Federal Department of Environment is currently carrying out an investigation into that site as a result of allegations made by New Harbour resident Allan Williams in a petition to Federal Environment Minister Jim prentice (see related story)

Meanwhile, the pilot project in the Lower Trinity Conception Bay North area will support closure of four existing dumpsites in the region, including the incinerator at Old Perlican.

"We are pleased to provide approximately $445,000 to the Trinity Conception Bay North Waste Management Committee to advance their efforts for effective waste transfer to the regional site," Municipal Affairs Minister Dianne Whalen said in a press release last week.

"This pilot project will support the transportation and delivery of all waste from the communities of New Chelsea to Kingston and demonstrate the effectiveness of operating a transfer station as a means of transporting waste to the regional waste management site at Robin Hood Bay."

The release does not say where the transfer station will be located, but Lower Island Cove is being considered as a possibility.

Communities will bring their garbage to the transfer station using existing transportation methods, with a larger vehicle transporting the waste to Robin Hood Bay. The approach is an interim solution to allow communities to close existing landfills and incinerators and prepare themselves for further implementation of the Provincial Waste Management Strategy.

"From a regional perspective this pilot project will help us prepare for the development and implementation of the comprehensive plan for the region as we gain valuable experience with the design and operation of a transfer station prior to investing in the roll out of this infrastructure for other areas in the region," said Ken Kelly, chair of the Greater Avalon Regional Waste Management Committee. "As we implement this pilot it will reduce the risk for our partners - municipalities, institutions and private industry, as we learn how they can participate, be creative and competitive in this approach to waste management."
