Adopting that philosophy, the Carbonear Town Council believes that for too long in the past the standard response to the need to move forward with overdue but costly improvements has been, "we can't."
Refusing to accept the status quo any longer, Deputy Mayor Ches Ash said last week the town's 2010 budget reflects a change in philosophy best reflected by the phrase: "Let's get things done."
In bringing down the town's 62nd budget since it was incorporated in 1948, the chairman of the town's finance committee said this year's budget "has addressed our current or immediate needs and provided for our future needs as well."
To address future needs, the town has developed a tentative four-year capital works program. While the town has had similar long-term plans in its past, this is longest and most ambitious in the town's history. Council looks forward to seeking government approval on a cost shared basis for some $17 million to be spent over a four-year period on badly needed improvements to the town's aging and crumbling infrastructure.
"This program will provide for the upgrade and development of water and sewer services, paving and resurfacing of roads, bridge repair and replacement and ongoing maintenance and repair of recreational and other facilities, along with a major upgrade/ replacement of our works depot." Ash said they also anticipate significant investment in equipment replacement.
"We will provide for the required maintenance and improvement of services and facilities that we already have and provide for additional facilities and services as we move forward," he said.
The kind of growth and development the town is looking forward to this year and in the years ahead, "will help ensure much needed increased revenues to help provide for additional infrastructure needs, additional paving and other street and road improvements and maintenance," the finance committee chairman observed.
Intending to build on the town's success in the past, Ash pointed out, "but (we) look to the future with confidence and resolve to continue to provide quality living for those who choose to live here."
He concluded, "this budget aims to provide the groundwork, not simply for continued growth and development but for a more purposeful and expeditious approach to growth and development of our town."
