The fire is now under control and firefighters are putting water on hot spots and in the eaves to make sure it is out.
Pouch Cove Mayor Jody Wall said that the call of the fire came in just before 8 a.m.
The building had fire breaks in between units, which prevented a total loss of the building.
At the fire’s worst, one town resident who lives close by said the flames were 60 feet high and engulfed the centre part of the townhouse style apartment complex.
Some of the units in the building had electricity hooked up, but a pair of construction workers who were putting up the building said no electricity was in the part of the complex where the fire happened.
A major fire at an apartment building under construction in Pouch Cove is being fought this morning by firefighters from Pouch Cove, Torbay and St. John’s.
There are no injuries reported.
The fire that started this morning near the road to Cape St. Francis is not yet under control and black smoke is pouring out of the building.
When firefighters arrived on the scene, the middle section of the building was completely engulfed.

Telegram staff are on their way to what's reported to be a major fire this morning in Pouch Cove.
A town office employee has confirmed for The Telegram that it is in an apartment complex and both the St. John's Fire Department and Pouch Cove Volunteer Fire Department have responded.
The building is a newly constructed complex, but is vacant with no tenants at this point.
