Bay Roberts expresses concern over fill

The Town of Bay Roberts has a problem.

And, it has to do with negligent land developers leaving mounds of dirt and other mess on their properties, and subsequently, on town roads.

This issue came up in the July 15 Bay Roberts regular council meeting as councillors dealt with a number of recommendations from the planning and development committee.

One in particular came up after the town received a letter concerning the amount of fill being deposited on a neighbouring property in the Cathill Road area. A similar concern has been made about a property in Butlerville.

“It is a considerable development there and a considerable mess, as well,” said chief administrative officer Nigel Black.

What’s happening is developers are taking fill from another place in the community and dumping it on another plot of land that they own in town.

While this is not against regulation, the mess generated is what has town officials concerned.

Moving the fill requires heavy equipment to move through residential areas, leaving mud on the pavement. In turn, residents in the area are dealing with dust and other issues.

Bay Roberts Mayor Philip Wood said there are points where the sidewalk is hidden due to the large quantities of debris that has accumulated there.

The mayor called it a ‘lack of respect.’

“I’m not talking about the developer, or the people hauling it away, that every time they dump a truck load they get out with the broom, but its been there for months now,” said Wood.

This was one the main reasons Bay Roberts decided to revamp its polices around planning and development.

During the meeting, councillors voted to table the revised policy for review with plans to vote on a recommendation at the Aug. 5 regular meeting.

The hope is this policy will deal with the fill issues, amongst others.

“I think it is an issue that can be dealt with once you adopt the new development policy,” said Black.

“I, for one, will be looking forward to the development and planning regulations,” added Wood.
